Low Pack Guat was born on 1st March 1957 in Taiping, Perak Darul Ridzuan. Upon completing all her studies she was attached with a development company for the past 10 years as an Administrative Manager handling all dealings concerning sales and marketing. She also sits on the Board of Director of UIS Land Sdn. Bhd. and UIS Development Sdn. Bhd. In the year 2012 she was awarded Bintang Kebaktian Masyarakat (B.K.M.), by Yang Teramat Mulia Dato’ Seri Utama Tan Sri Tunku Annuar, Tunku Bendahara Kedah (Pengerusi Jemaah Pemangku Sultan Kedah).
She is the sister of Y. Bhg. Dato’ Jeffrey Low Han Chau.
